CEB Basics for Action and Work for Participations in the Sporting Programme of the CEB and the Register Requirements for the UMB

Summarization of essential board resolutions of the CEB with regard to the above-mentioned subjects on the basis of the statutes and of the bodies of rules and regulations as basics for work and decision for the sports director. 

PREFACE

Subsequently you receive a summarization of important sporting decisions of the CEB board in due consideration of the statutes and of the bodies of rules and regulations of the CEB which are the working basis for the sports director with regard to the determination of participants at European Championships. In addition also the criteria which are determined with regard to the allocation of the qualification rounds of the Coupe d’Europe.

Furthermore also the resolutions of the CEB board with regard to internal provisions of the further registration at UMB/WC’s and the allocation of the wild cards at UMB/WC’s – CEB/GP‘s.

With the publication the CEB board wants to present its essential, sporting basics of action transparently, publicly and comprehensibly for all. However, he has to point out to that that there is not any legal claim existing to the implementation of internal resolutions. Such a legal claim is exclusively existing with regard to the specifications of the statutes and of the binding bodies of rules and regulations.

These are internal decisions as working basis for the sports director of the CEB. Important events or for example the modification of the UMB specifications can require quick decisions of the board which deviate from the regulations presented here.

Prerequisites / General Provisions

Prerequisite for all participations is that the inscribing national federations is a member of the CEB, has complied with his payment obligations with regard to the CEB before the closing date for inscriptions of the corresponding European Championship and/or World Championship or World Cup and is not suspended from the sporting programme or the particular event/championship on account of other disciplinary reasons, either. In case that a national federation is not authorized to participate, his sub-divisions cannot participate in the events/championships, either.

Suspended clubs/teams/individual sportspersons which/who are suspended from all or particular international events/championships – for example on account of doping, lack of sportsmanship or non-payment of entry fees are not authorized to participate, either. A national federation, club, team or sportsperson which/who is not authorized to start in the CEB is not authorized to start at events/championships of the UMB, either.

Basic prerequisite for all registrations of the CEB with regard to the UMB is that sportspersons/teams of the national federation have participated in the CEB EuropeanChampionships of the corresponding discipline. Without the participation in the corresponding CEB European-Championships no participation of these CEB federations and its teams/sportspersons is possible in the corresponding UMB World Championship. This is also valid for non-European national member federations of the CEB. Exempted are tournaments of the UMB with free inscriptions like for example the World Cup Three Cushion.

The inscriptions are effected according to the specifications of the CEB for the World- and the European Championships of the UMB and the CEB in principle by the responsible national federation to the CEB. A national federation can also give its sub-divisions the approval to inscribe in championships/tournaments with free inscriptions directly at the CEB or to inscribe in the Three Cushion World Cup directly at the UMB. As a rule the CEB and the UMB act on the assumption that this is in principle permitted to the sub-divisions by their national federation. If not, this has to be communicated to the CEB sports director by the national federation.

The inscriptions have to be indicated in the order 1 up to X and will be considered from 1 up to X as far as possible. This is also valid for the disposition in the inscription for team championships. Federations, clubs, teams and sportspersons which/who are not authorized to play will be withdrawn without substitution.

Entry fees for the participation in European and World Championships will be charged by the CEB to the corresponding national federations. Those are liable for the payment of them with regard to the CEB, even if they have other regulations in the inner relationships. The CEB pays the due entry fees for the participations in World Championship to the UMB.

At several European Championships of the classic disciplines and at the World Cup Three Cushion of the UMB entry fees have to be directly paid by the participants to the organizer according to the corresponding bodies of rules and regulations.

Entry fees will be raised after the incorporation into the participation list. Those also have to be paid even if participants do not compete for whatever reason. In case that entry fees are not paid by national federations or participants at tournaments with free inscriptions, the affected national federations and sportspersons will not be allowed to participate in championships and tournaments of the CEB and the UMB until the payment. 

Taking over of the Organization of Championships

The sub-division of a national CEB member federation applies for the organization of a CEB or UMB event at the responsible national federation. That one applies for all events of the UMB and of the CEB at the secretary general of the CEB. In case that further specifications are necessary that one will gather them via the applying national federation. Basis for the application are the statutes and the bodies of rules and regulations of the CEB and also those of the UMB at World Championships. After all necessary specifications will be on hand of the secretary general, he will check them and will coordinate them with the UMB in case of World Championships. Thereafter the applying national federation receives the decision of the CEB by the secretary general. In this decision also the amount of the organization fee and the method of payment of that one will be communicated.

Liable for the payment in due time and the payment itself with regard to the CEB is the national federation which has been accepted for the organization. This independent of internal, national regulations. At World Championships the CEB is the payer and the liable body with regard to the UMB.

If a championship has been assigend to a national federation for organization, the organization fee will even be due for payment in due time in case that the championship will not be organized for whatever reason. In addition the statutes and the bodies of rules and regulations have to be observed.

CEB European Championships and Coupe d‘Europe

1. Definition and Position of the European Champion / Titleholder
 The acting European champion / titleholder is the sportsperson / the national federation (at the championships for national teams) / club (at the championships for club teams), who/which has/have gained the European title at the last European championship of the corresponding discipline. This title will only be taken into acount if this one is not older than 4 years. Thereafter its advantages expire.
In contrast to all other places which have a binding to the respective national federation the special place of the European champion is bound to the person. The national federation of the titleholder has the advantage that the acting European champion – without the consideration of the nationality – receives his place and consequently his national federation gets the next access to a place. 

2. Composition of the Participants of an Individual European Championship without free inscriptions
The maximum number of participants, the composition of the initial list of ranking and the competition system as well as futher conditions like for example price money etc. are effected according to the body of rules and regulations which has to be applied and according to the invitation. The composition of the list of participants will be effected in the order:  

  • Titleholder
  • National federation of the titleholder
  • Wild card organizing national federation
  • At any one time one sportsperson of the national CEB federations as far as those ones have inscribed for the championship
  • Further sportspersons of the national federations according to the following placing of their sportspersons at the previous European championship provided that that one is not dated back longer than 4 years. With regard to three cushion the current CEB list of ranking three cushion takes the place of the results of the last European championship. This allocation of places will be repeated that often until the number of participants will be reached.

Note: With regard to youth championships and junior championships there are differing criteria of participation. Those are among other things additionally dependent on the age. 

3. Composition of the Participants of an Individual European Championship with free Inscriptions

  • Titleholder
  • National federation of the titleholder
  • Wild card of the organizing national federation 
  • At any one time one sportsperson of the national CEB federations as far as those ones have inscribed for the championship
  • Filling up until the maximum number of participants according to the free inscriptions. The consideration takes place after the point in time of the inscriptions.

4. Composition of the Participants of the European Championship Three Cushion for National Teams

  • Federation of the titleholder
  • Wild card of the organizing national federation
  • At any one time one team of the national CEB federations as far as those ones have inscribed for the championship and sufficient participation places are existing. In case 4 / 6 November 2009 that more inscriptions than existing place will be received those will be assigned according to the order of the final results of the last European championship.
  • Newly affiliated federation of the CEB
  • B-team of the federation of the titleholder
  • B-team of the organizing federation
  • Futher inscribed B-teams as far as necessary with regard to the tournament system

5. Example for the Selection of the Participants/Places at a European Championship

Place for Belgium (after ranking EC) Herefrom the allocation of the places to the national federations will be effected according to the ranking order of their sportspersons. etc. etc. When the selection procedures have been finished, the number of participants will be filled up till the maximum number of participants at tournaments with free inscriptions. Note: The selection of the participants is not at the same time the initial list of ranking for the new European championship. That one arises from the respective rules and the invitation to the championship. 

CEB Inscriptions to World Championships of the UMB

1. Number of CEB Starting Places at World Championships
In principle the minimum number of starting places for the confederations at the different world championships are determined in the bodies of rules and regulations of the UMB. Those can, however, change upwards in case of less inscriptions of confederations. Since national member federations in Africa are belonging to the CEB, because Africa is not an autonomous confederation, the starting places for this continent are added to the CEB. 

That means that national federations from Africa can receive up to 2 places from the CEB contingent at each WC independent of their placing at the corresponding European championship.

2. Allocation of the CEB Starting Places for World Championships is effected according to these criteria:

  • The European champion of the respective last EC – provided that that one is not dated back longer than 4 years – without consideration of the nationality. In case that that one is already seeded for the WC – for example as WC titleholder - or he is not participating in the WC the one placed next of the respective EC will take his place. That one, however, with the consideration of the nationality.
  • National federation of the titleholder
  • In each case one sportsperson of the national CEB federations as far as those have inscribed for the championship and are authorized to participate. In case that more inscriptions will be received than the CEB has places at its disposal, the federations will be considered in the order of the placing of their sportspersons at the last European championship – not older than 4 years. See for this also the example under paragraph 5.
  • In case that no valid results – younger than 4 years – of a corresponding European championship will be on hand the board will consult other criteria as for example lists of ranking etc. for the nomination.

Note: According to the UMB regulations at a few world championships sportspersons will be seeded by name according to the UMB list of ranking. In case that sportspersons who are already seeded according to the CEB result of the last European championship would also receive a CEB place for their federation by the UMB, that place will be skipped in the CEB selection procedures for the CEB inscription to this WC.

CEB Wild Card for the Three Cushion World Cup (Grand-Prix)

goes/go to the first not seeded CEB sportsperson/sportspersons of the current CEB three cushion list of ranking which is counting for this World Cup or World Cup-CEB Grand-Prix (in Europe).

It can only be once in one World Cup year (at present calendar year) the same sportsperson and he must not be from the organizing federation. One and the same sportsperson could possibly receive in one tournament a UMB wild card and in the next one a CEB wild card or vice versa. In the same tournament there cannot be 2 wild cards (2 CEB or one CEB and one UMB per nation) for sportspersons of the same national federation.

In case that a sportsperson refuses the wild card, he will lose the entitlement and that one will move on to the sportsperson placed next who is authorized for it according to paragraph 2. 

Allocation of the Qualifications / Preliminary Rounds to the Coupe d’Europe - Authorization to Play – Team Selection

1. Allocation of the Organization of the Qualifications / Preliminary Rounds
Applicants for qualification tournaments to the Coupe d’Europe can only be those clubs which are participants themselves. Those have then home field right if the organization of the qualification round will be assigned to them. Applicant with regard to the CEB is the respective national federation for its member club. 

The CEB sports director administrates an everlasting allocation list of the allocation of the qualifications. The allocation takes place according the following criteria: 

  1. Nations which have not yet organized any qualification
  2. Nations of which the organization of a qualifcation is temporally dated back the longest

In particular cases, for example, on account of specific danger in a country or in a region or unacceptable routings or unacceptable accommodation facilities and similar things the board of the CEB will take this as a reason to depart from the under 1st and 2nd presented allocation rule.

2. Sportspersons authorized to play / Team Selection „Coupe d’Europe“
Sportspersons are only authorized to play for a foreign club for which they have submitted their letter of intent before the beginning of the sporting season (1st of September) to the CEB according to the rules with the confirmed approval of the home national federation. In case that such a declaration will not be on hand of the CEB sports director according to the rules and in due time, an authorization to play is only existing for a club of the native country of the sportsperson. 

The clubs/teams have to be inscribed by the national federation at the CEB in due time. The inscription has also to contain the team selection by name in the ranking order from 1 up to X inclusive of reserve. That one remains unchanged from the qualification till the final
